Others point to the resurgence of spoiler groups, the booming drug trade = and rampant criminality. The Afghan government, while having made many = important strides since its inception, has limited authority outside the capital, = where militias and criminal gangs remain in control. Since one of the Taliban's= most popular policies was to rid the country of warlordism, some Afghans even = speak nostalgically of the security and stability during their reign. Malalai Joya is Member of the Afghan Parliament. She was elected to the Parliament, known as the Wolesi Jirga, in September 2005, winning the = second highest number of votes in her home province of Farah. Joya has sparked controversy in Afghanistan with her distinction between = the "real Mujahideen", who fought for the independence of Afghanistan, and = those she considers warlords, drug dealers and war criminals hiding behind the mask= of democracy in the parliament. She holds these warlords responsible for the killing of more than 60,000 Afghans as well as the destruction of = Afghanistan and calls for them to be called to justice by national and international = courts. Joya has also expressed deep disappointment with the international = cooperation with warlords and war criminals and the failed quest to "donate = liberation to another nation". On 21 May 2007, the Wolesi Jirga voted to suspend = Malalai Joya for three years from the legislature, citing that she had broken Article = 70 of the Parliament, which had banned Wolesi Jirga members from openly = criticising each other.
